Charter for the AFCEA HF Industry Association (HFIA)

I. PURPOSE

The AFCEA HF Technical Committee (HFIA) provides an industry driven forum for the interactive exchange of technical ideas and information in the area of High Frequency (HF) Communications. Specifically, it facilitates:

A. Introduction of new technical concepts and approaches to the "HF Community" which might solve communication problems.

B. Forum for government to brief industry on standards, interoperability, and program related activities.

C. Forum for industry to air views on standards, current and forthcoming technology, and interoperability concerns.

D. Mechanism to allow industry to directly contribute to standards development.

E. Recommendations and positions by industry to government on standards related issues.

 

 

II. SCOPE

The HFIA shall act in an advisory capacity to the US Government. All actions and recommendations shall be non-binding and will not represent a formal "corporate" position for any participant.

 

 

III METHOD OF OPERATION

The HFIA shall meet periodically to review and discuss topics relevant to the HFIA purpose. The HFIA shall hear briefings and discuss topics deemed of general interest to the HF Community.

The HFIA Chairman shall preside over HFIA meetings. In his absence, the Secretary will preside.

Subcommittees shall be formed to study specific topics which do not have universal interest to the HFIA. A subcommittee may be formed by consensus or if any three organizations have sufficient interest to actively support it. Additionally, detailed technical content of new standards shall be discussed in subcommittees. The subcommittee members shall elect a chairman, who will arrange and preside over meetings.

All technical discussions and resolutions shall be conducted in accordance with ANSI rules. Resolutions and recommendations should reflect a consensus of the group’s opinion. Consensus is defined as "representing a significant majority view where all dissenting views have been fully heard and addressed". When it is apparent that two or more strongly divided opinions exist, then a minority recommendation(s) should be included with the majority recommendation.

 

All information and data which is presented, shall become public domain and shall forfeit any proprietary rights.

US Government programs shall not be discussed, except when related directly to interoperability and/or standards issues, or briefings of a general nature from government to industry.

 

 

IV. AGENDA

Agenda items shall be consistent with the purpose of the HFIA and will be coordinated by the chairman. If consensus cannot be reached, a list of agenda items shall be established based on vote. Each organization shall have one vote. The HFIA shall decide, based on consensus, which topics should be deferred to subcommittee action.

 

 

V. PARTICIPATION

Participation shall be open to all parties with a vested interest in HF Communications. This includes military and Federal Government representatives, and domestic and international industry representatives. A single point of contact (POC) shall be established by each organization for purposes of correspondence and organizational position. All participation is voluntary and at the expense of the individual representative organizations.

 

 

VI. OFFICERS

Two officers, Chairman and Secretary, shall be elected to terms of two years by the HFIA. Candidates shall be nominated and seconded, and can be employed by government or industry. Each organization shall have one vote, which is cast by the POC.

The chairman shall be responsible for scheduling and arranging of HFIA meetings and shall preside over them. He is the interface to the AFCEA Technical Committee and is responsible for other administrative matters required by the HFIA. He approves all HFIA minutes before distribution.

The secretary is responsible for generating minutes of the meetings and supervising distribution of HFIA materials.

 

 

VII. MEETINGS

A minimum of two meetings per year will be held to coincide with the AFCEA National Convention and the AFCEA-West Convention. Other HFIA meetings will be held as circumstances dictate. When possible, these will be held in conjunction with some AFCEA activity.
